Rick J has it right. It is below the driver on the inside of the frame rail, held with a plastic bracket.
There is no fuse for the filter, but there is one for the fuel pump. It will be with the rest of the fuses. Remove it, start the truck and let it idle until it dies.
Replace the filter, and replace the fuse. Cycle the key several times for 4 seconds on, 4 seconds off. This will clear the air from the system so you don't have to grind the starter repeatedly before it will start.
Happy Motoring

Fuel Filters do not require a fuse for operation. The fuel pump will have a fuse or a breaker in a fuel injected vehicle. The fuel filter is generally located along the frame rail on the inside of the frame.

The filter is below the drivers seat under the truck, inside the frame rail.
The fuel pump fuse is located behind a cover on the fire wall (left side.)

a fuel filter has no moving parts; so it doesn't require electric
current or any kind of maintenance. there is no fuse;it's either
bad(clogged) or good. most filters are located in the fuel line
near the gas tank.
