Manufactured, or wheel-estate, is built on a chassis and given a motor vehicle title. Once attached to the ground, the title is retired.
Modular home is built in pieces in a factory, but final assembly is onsite. It is built to the local building codes of the place where it will be attached.
For some reason, in this country, we look down on modular housing. But the quality is usually quite good. For some reason, when you have something built in a factory by a trained staff with a roof over their heads, regular benefits like health insurance, and all the correct tools and equipment needed, it comes out good. Yet in the country, we still think its better to have a home built by whoever happened to be waiting outside the Home Depot that morning, working in the hot sun, rain, or bitter cold, using whatever materials they schlepped to the site that day. (What do you mean nobody brought a power saw today. Oh well, we need this part done next, so somebody just hack the wood apart!)

A manufactured home is one that is delivered all in one piece directly from the manufacturer. These are also called mobile homes, because they have wheels as part of the undercarriage for hauling the home from place to place. A modular home comes in prefabricated pieces that are attached together onto a permanent foundation at the home site. These are especially popular in Japan, particularly in the cities. A modular home can also be varied in size by having more or less modules (rooms) attached to it. And, you can put one up in only a day or two.

The answer to that question is two fold. 1. A manufactured house is built to HUD standards, which are somewhat less than the standard UBC/IBC codes that most counties and states use for building code. Most modular houses must conform to UBC/IBC codes, and therefore hold up better than that of manufactured houses. 2. A manufactured house has a steel undercarriage, while a modular house has a wood undercarriage, similar to that of stick built houses.
If you are looking to build/place a house on a piece of land, you might also look into the new panalized method of building houses. They cost about 30% less than a regular stick-built house, go up faster, and sell for the same as a stick-built house.
PS, Don't let anyone fool you, if there are HUD tag numbers on the house then it is manufactured no matter what anyone else says.

Manufactured has a VIN number and wheels and axles as well as a tongue or hitch. Modular are built in a factory and trucked to the lot and slid onto the foundation and secured. Modular are comparable to sight built home. Manufactured are not at all comparable.
