Oh yes definitely...bad publicity can ruin a career, business or life.
It may not seem so these days with all these girls making sex tapes and running around without panties and still getting millions....but lets ignore the celebrities for a minute.
Enron, WorldCom wasn't that long ago, it wasn't just the financial misappropriations and file destructions that killed off those companies, the publicity was murder.
A good public relations plan can help most businesses people recover from quite a lot of bad publicity but it isn't an exact science.
So to answer your question there is such a thing as bad publicity.

Jade Goody is a perfect example of bad publicity. I can't think of anyone who would want to be known as a racist, or connected with racism.
