You're nuts. It won't happen. It was tried in the 20s and it failed miserably as organized and bootlegging crime poisoned society. Besides, you would be surprised at how many influential people drink or drug too much and still work effectively. Hemmingway, Van Gogh, all of Hollywood, Jack Kerouac, Franklin Pierce........the list is endless.

How many senators, house rep's, etc. have been proven drunk while making our laws?

Ever seen the president throwing down a double while signing bills into laws?

No, that doesnt happen, however, what I think you should do is ban any kind of sex in the oval office. Our last president seemed to think it was ok to take advantage of interns. Rethink your question and re-submit.
