Should I plant it in top soil or potting soil

Potting soild, don't overwater, you could put a clear plastic bag over it, but watch out for fungus. You could also use the hormone powder at the cut end to help root formation.

I have also seen this done by placing the ivy cutting in a jar of water - you can see the roots grow.

No hormone powder - boil 1 inch pieces of weeping willow branches (small ones) in water for a few minutes, let it cool until the next day and water with this. Natural grown inducer.

I use organic humus that is sold at Lowe's for about $1 for a 40 lb bag. Potting soil will work too.
