I suggest getting the 256 one unless you only need the computer for office work. If you want to play any modern games, get the 256 graphics card (ATI Radeon is an excellent one). Games such as BF 2142 and WoW should be run with the Radeon card.

256 or 128MB card is going to be entirely dependant on the amount of money you want to invest and the type of applications you will be running. It also depends on how soon you plan on buying a new system. What you have right now, is an ok foundation for a light gaming machine.
Most likely your computer will require an AGP graphics card. That's good news because you can find some excellent AGP cards for pretty cheap now (even used). If you are not gaming, the 128 card is more than enough.
If you are, go with a 256 card. It's going to give you a good bang for your buck. HOWEVER, be warned - if you are planning on getting a newer computer soon, I'll hold off on the 256 card. The new computer/mother boards have PCI-Express slots instead of AGP. So... when you get a new motherboard, you're going to have to buy a new highend video card anyway.
Summary: Gamer and keeping the computer for more than a year - go with the 256 card. Non-gamer or buying a new computer within a year buy the 128.

memory on the video card ONLY refers to resolutions and textures. If you're running 800 by 600 or 1024 by 768, 128mb is enough, higher resolutions start to need the 256mb video card. It doesn't "speed" up the computer. It's the gpu that is important. Goto www.tomshardware.com for video benchmarks. I would assume your system probably has a AGP slot? If so, the X1950 Pro is the best video card you can get.

Currently, the best card is an 8800 GTX. But next month, there will be stuff out that is 10 times as good.

I'd go for the 256mb. I have a similar setup to you, and am also considering buying a new graphics card (shamefully still have the default one) and I'm going to go for a 256mb graphics card.
