Is there any country in the world ,where growing/making "illegal" drugs is legal, where there isnt a ton of violence around every corner?

You can smoke dope legally in Holland. I've just come back. Though it isn't grown over there.
Cocoa leaves are grown in Columbia, where it's legally sold on the streets. People chew on them. The leaves act as a natural appetite suppressant.
