There are a couple of ways to tell:
1. Plug in a device that you are sure uses USB 2.0, like a newer flash drive or a video camera. See if a message comes up that says whether it's running on 1.1 or not. It will say something like, "This is a USB 2.0 device and is running on a USB 1.1 port. This device will perform much better if connected to a USB 2.0 port." If this is the case, you have USB 1.0.
2. Consult the computer manufacturer's website. It will tell you there.
3. If it is a brand new computer, or has windows 2000 or xp or vista on it, it has USB 2.0.

Unfortunately, if you have USB 1.1, the only way you can get USB 2.0 is to get a PCI card that will plug into the inside of your computer. This will give you two or more USB 2.0 ports, and they will actually perform as USB 2.0 ports. There is no software update that will enable USB 1.1 to function as USB 2.0.

Just plug in any usb 2.0 device and windows will tell you that it could perform better. This means you don't have 2.0. And this can not be upgraded with software. You would need a hardware upgrade. You can get usb 2.0 PCI cards.

if you plug in a usb 2.0 flash drive and a popup message comes up from the system tray saying "this device can perform faster if you connect it to blah blah blah". then you know you have a usb 1.0 port.
