The sun is lower in the sky during the winter which causes it to reflect off the earth at lower angles which creates more glare which is visible from the surface. In the summer when the sun is higher in the sky the reflect light has a more vertical angle and is less likely to be seem from the surface.

the sun is 13 degrees lower in the winter which means instead of being more over head its always in your eye line, so when driving/walking it seems to glare more

I think it's because the air is crisp and cold and dry, little or no humidity or haze to filter out the sun, so you get more of the real thing
