for red light cameras purpose. These are private companies and they are making too much $. if you didn't know, some places, they make more $100/per ticket so the more they issue = cha ching!!!!!

Article 7. License Plates, section 4580 through 4583 explain the license plate requirements. The license plates themselves reflect light.

Any attempt to make your license plate unreadable by a camera is considered "tampering" and can be cited by a traffic officer. In California any covering over a license plate is illegal.
