you can do it with QuickTime or if you have a software where you cab downsize the movie 180x240

iTunes has an effective conversion tool. Put the video in your iTunes library then you should be able to right click it and select "convert to ipod" or it could do it automatically.
There is another useful program called "Mpeg streamclip" ( http://www.squared5.com ) which converts videos to many different format options... Open it with this program, export to Mpeg-4 and click on the "ipod" button and it will format it to ipod video for you.

Some times iTunes will convert the video clippings automatically.
If not than download a converter from this site. Most of them are free.

if you send it to your itunes library it should automatically change it to mp3 format
