This area has some streets paved and others are bumpy dirt roads. Does anyone know how they make the decision to pave it? Does there have to be a certain number of houses maybe?

Try to contact your local county commissioner. Are you in a rural area or a city? Usually, rural areas don't get paved unless there's a lot of traffic.

If your road does get paved, be prepared to pay higher taxes, based on the "improvement" they made to your area. :)
