The problem is not the laws, it's the policing of those laws.

The cops are just too lazy there so people get away with anything.

By the way, Indonesia isn't that clean.

The Philippines has enough laws to combat pollution. "The Clean Air Act" and other environmental laws were passed years ago. For this reason all vehicles undergo testing for smoke emission before being given vehicle registration. Unfortunately its implementation is POOR!!!! You still see cars belching thick smoke! In fact each barangay or village is supposed to have a waste segregation program but most village leaders would rather spend building basketball courts to please their constituents. Supposedly you can NOT cut any trees without permission from the Environment Department. Also I think you have not read the news last year were hectares of forest are being burned in Indonesia for farm use and most of these smoke chokes cities in Malaysia and Singapore. Worst, it is becoming an ANNUAL event.

Even if we have the same laws with Indonesia, it does not guarantee that the Phils. will be as clean as Indonesia (although I don't know if Indonesia is super clean - haven't been there). That will have to depend on how the laws are implemented. More often, laws are just in the paper. The leaders do not make much effort to implement them.

the philippines has laws regarding cleanliness.. it's just that there a big part of the population who don't follow.. especially in metro manila.. i think it's the discipline that matters..

palawan in the philippines is really a clean place and i dont know why people in metro manila cant do that..

it saddens me that most filipinos ignore laws about cleanliness.. imagine spitting on the ground! yuck!!! im a filipino and i hate that a lot!!

Which country would be cleaner? Phillipines or Indonesia.

I'm not sure how clean it is in major Phillipine cities, but I can tell you that in some major Indonesian cities, you can see all types of rubbish in the rivers.
