Please which governing body do i complain to as my college has not awarded me my due City & Guilds Cert.?

I completed my course succesfully in 2004/5 & was awarded the college certificate from LVMT Business School London. But the CIty & Guilds Certificate that also came with the course has not been awarded to me yet even after repeated enquiries to the college. Any advice will be most appreciated. Thanks.
