Compared to what? The Earth has a very high mass compared to a rock I can hold in my hand, but it has a small mass compared to Saturn. Earth has a low density compared to a lump of uranium I could hold in my hand, but a high density compared to a piece of wood I could hold in my hand. Earth also has a higher density than Saturn.

simple answer: because it's small. Logically anything with low mass and high density will be small. The reason behind why the earth is this way is due to several factors at the time of the earths origins. What kind of materials were available, and the relative amounts of them, how far away the earth fomed from the attractive forces of the sun and its gravitational pull...even the force of gravity that the moon exerts on the earth has an effect on the shape (& therefore size) of the earth.

Of course, it is too bad a person is unable to descend into our planet and explore its lower regions so questions as this might be explained by emperical evidence. As it is, different people have opposing viewpoints concerning questions as this one. There is an answer, though, that allows for mass density in different planets and why planets of the same volume are able to have, evidently, different densities - and the answer is not due to the materials they are composed of.
First, notice at the 1,600 mile location outward from the center of our planet there is the "Gutenburg discontinunity" (sp?) where there is a definite increase of mass density, this being determined by seismetic readings. The increase of mass density, of course, is due to the force of gravity being so much greater in a location closer to the center of our planet than when further away from it.
A mass that exists at a location 0.716 miles from the center of our planet, has potential for movement in outer space of about 25 mps less than that of the speed of light. It has a compression factor acting toward the center of earth that is due to gravitational concentration there. The reason for the greatest concentration of gravitational lines existing in the center of a planet is due to the heat energy contained within the mass. This concept is seen as being part of the physics trilogy: E = mc2, m = E/c2, and c2 = E/m. The last being the formation of a field of gravity, or a field of physical time. A person is able to see that as the energy factor increases, so will the gravitational field, or as a mass decreases in relation to a stable energy, the field will also increase.
The density of the planets is determined by the concept of c2 = E/m, which factor controls the mass density.

The Mass of the Earth is a small mass compared to Sun and other Stars. However in its volume it contains mass structure s of much greater density. Therefore the Earth is basically ,out of the other Stars and Galaxies, the mass which contain the greatest energy per Unit volume.
The other type of masses like neutrons etc. are micromasses. the Micromasses have much larger energy per unit volume.

Compared to the gaseous outer planets, Earth has a much smaller volume. So despite its much lower mass, its density is much higher.
Earth - along with Mercury, Venus, and Mars - are rocky planets. The others are mainly gaseous.
