You need a steering wheel puller to remove it safely (that's with out damaging the steer wheel column) .

You have to first remove the air bag from the rear of the steering wheel. It is usually spring clipped and you have to wiggle these to release, not exactly easy. Once this is off, disconnect the air bag electrically and then disconnect the horn contact. Remove the wheel's hex nut. Install a balancer puller or a steering wheel puller and tighten puller to remove. Good luck.

Do what hangtrojanover said, except before you start taking things apart, disconnect the negative terminal from the battery and pull the airbag system fuse to make sure the airbag doesn't blow up in your face.

You need a special tool for that to remove the retaining ring.
