No one. George Bush has not killed anyone, and to state that he is responsible for the attacks on September 11 shows that you are either ignorant, liberal, or not an American.
You are entitled to your opinions about Iraq, but it really sickens me to bring September 11 into your statement. Go live in Iraq and make your statements. No matter what Bush did in response to September 11, there would be an unhappy percentage of American citizens. The majority of other countries are already against the U.S, so you give them what they want, divide and conquer.
