Thechnically no but most static cameras are set approx 10% higher than the limit
Hand held and car speed cameras are a different matter. Depending on the location and the conditions and a load of other factors it is the individual officer that makes that decision to issue a penalty or not
Try to "bull" him and he has heard it all before and you are likely to get a ticket. Be as reasonable as possible and then you are most likely to find the law a great deal more tolerant
They are doing their job and that is to make the roads safe for all of us so give them a break
With all of the different cameras that are about I do try to stick with the limit and I am no means a goody goody but I do respect and value my licence. I need it for my job and I need to keep it for my pleasure The Harley looks bad just sat in the garage.
I would not rely on any 10% ruling as this could lead to a fine etc. If you are expecting a 10% tolerance and your speedo is 10% inaccurate then you would be in big trouble very quickly
Big tyres can give a false speedo reading by anything up to 20% so boy racers beware
Drive safely for yourself and for me

Traffic cop told me 10% plus 2 in most areas that aren't built up.If the road is a 30 or 40 zone you deserve and will get no leeway at all.

For discrepancies in speedometers there is a 10% grace. so for 30mph you need to be doing 33, 70 its 77 !
Most speedometers are not accurate, I own a Landrover Discovery and according to my GPS my speedometer shows 35 when doing 30 ! My wifes car shows as doing 28 when doing 30. My fathers S class Merc shows 36 when doing 30 but he has changed its tyre size from the original so it should also be noted that this also alters the speedo readings.
There are companies that can calibrate your speedometer but it is not cheap.
Take it from me, its not good getting caught speeding, I got pulled for doing 42 in a 30 mph limit. I got 3 points and a 60 quid fine, but also had to pay £18 to get the points removed and the extra insurance worked out about £100 a year for 3 years.

Generally in UK yes, but Speedometer accuracy varie between 20 % fast Japanese motorbike, ant 5% slow som German Cars alsoi lag som speedo to well damped ant no respond gentle aceleraton so can read 30 when doing 36 especially German cars ant Honda Carm even worse old smiths Chronometric speedo they show 0 when doing 40 they lag so far behint wen acelerate.
So check you speedo agenst kilometer posts on Motorway, there post every 100 m ant 1600 Metres Mile so go 60 mph ant checkit taek 60 seconds do 1600 metres, if not maek note of discreprencem then try at 70 shud taek 54 secs. Yu probly fint 80 on speedo is only about 73 which is well within 5%. not the 12% you thinkin

yes there is some leeway and it is about 10% this is because the speed cameras and the radar units that the police use and the way each car manufacturer calibrates the speed can not be exactly right.

Never be pushed along the road, If there are no road signs marking what the speed limit is for that road, and especially if there is street lights the rule of thumb is that its a 30mph zone.

No-one really knows, That's what makes life so much fun!! On a motorway you're probably safe up to about 80-85 so long as you're not driving like a pillock & there are people going faster than you, but plenty of my mates have been ticketed in town for 35-40. Not me though HAHAHAHAHA!
