Neons are shy reclusive little fish and even in a school will tend to stay out of the open areas of a tank. You could try adding some more plants out in the front area of the tank to see if they will cruise around in them. A not so bright light will help too.
A betta and neons is always a good combination. Just be advised that neons are very touchy about water quality and you should be doing weekly 25-30% water changes to keep the water healthy and the fish happy.
Remember, neons have small mouths, their food should be fine flakes so they can eat it easily.

2 things to keep in mind.
1)A betta is going to establish a territory. Generally this is going to be a plant, or ordinment. He'll keep other fish away from it. That said he's not very aggressive towards non betta.
2)Tetra don't like open water. They really like cover from above. Add some more plants. Of course note that betta like cover from above as well.
Other than that I wouldn't worry to much. The neon are to fast for the betta to hurt, and everyone should just use to each other in time.

For a six gallon. i could say ONE betta. you may not positioned 2 male, or 2 woman betta's in one tank with out them scuffling with. Or, a male and a woman, the male will kill her, likely. you will be able to desire to no longer have a fancy guppy in a six gallon, and function it stay fortunately. Nor, are you able to with neon tetras, considering the fact which you want a collection of those, a minimum of 5 or greater. So, maybe you ought to get a male, OR a woman betta fish. : ] they are somewhat beautiful. yet make beneficial to no longer run a clear out in there, or in case you do make it the place it does not make the water pass lots. this is going to sound kind of backwards but make 2 islands of plants and things built up in the middle. tetras are going to feel most comfortable in little hiding spots especially if mr betta is near. if you build two oasis islands they can swim around without the bettas attention. the betta and the tetras will need to esblish their own territorial boundaries and lots of plants that reach high and lots of things like decorations down low will help. many bettas like little caves and things and if the betta is chilling in his cave then the tetras will be free to roam.
people like to put their decorations in the back and sides so they can see the fish but this usually forces everyone to live in a lump in the middle which is their least favorite way to live.

How long have you had them? When first introduced they will stay schooled up for the first week or 2.
You also need to make sure there are lots of plants/caves. When there are places to hide they will not school as much, and will go off on their own because they feel safe.
Also make sure the water quality is good. No ammonia, nitrites, low nitrates. Low Ph, around 6 is best. DO NOT use chemicals to lower Ph, this causes problems because the PH does not stay stable. To lower it and keep it stable, use live plants, driftwood, and/or peat in the filter.

Well, if you have just gotten the tetras, they may be a little unaccustumed to where they are. In other words they may be shy. After a few days they will probably get a little more brave. Plus they are schooling fish so maybe by doing what they are doing it makes them more comfortable. Hope this helps!!!
