Emirate of Dubai, in the UAE.... I dont think you can find more freedom + security in any other arab country.
Also if it were the Middle East, then probably Isreal

a complete answer to your question requires more information. the level of freedom you ask about depends upon your sex, who you are, what you are, your political status and your religion. are you a man or a woman? are you a citizen of that country? are you a refugee? are you a diplomat? are you related to the ruler/king of that country? is your religion a minority? etc.
