If you're looking for a little honest answer, the answer is NO. There are so many articles about how the chamomile tea bags actually reduce the puffiness and bags around the eyes. But they acutally don't seem to work. I also suffer from puffiness which accentuates a tired look in my face. I usually do a compress of cold and hot water. That seems to help a bit.

It depends. Some people just have a tired look about them and no amount of chamomile bags on the eyes will remedy that. You could try catching a bit of extra zzz's. Later in life, you could consider an eye lift to look more awake.

When your eyes ache from reading or staring at a computer all day, pamper yourself with some tea. You can drink a cup of course, or you can wet two tea bags with warm or cool water, and lie down with one tea bag on each eye. Relax for at least 15 minutes, and your eyes (and you) will feel invigorated. Chilled chamomile tea bags are particularly effective against puffiness.

I have heard of that before, but I don't know how effective it is. I would suggest "Lighten Up Plus Undereye Treatment" by Avon. It is a little bit more expensive, but they are offering a deal where if you buy one item, then you get the other for only 1.99!
