I was thinking about rewiring his power supply so that it short circuits and fries the motherboard. What do you think?

No. slow and overtime will drive them insane.

Do the tiniest thing for a long time, like bend a wire on the ethernet connector, so it randomly cuts out. A hard problem to diagnose.

The power supply rewire is overkill - nasty. Just change the duplex settings on his switch to create a mismatch. If he's auto on the ethernet card - set the switch to hard coded 100 Full. That should generate some nice ethernet collisions and make his performance poor.

Or just change his home page on his browser to hotmanlove.com or something like that.

that is hillarious. just go into the device manager and disable the usb ports, don't kill someone by messing with power :p
