The Bears are 7 point underdogs in the Super bowl. Who decides what the line is and what needs to happen to make it 0 or 3 points?

The line is set initially by oddsmakers through years of experience. Whether it goes up or down depends on who bets on who. The oddsmaker adjusts odds to make sure that the money is about even on both sides regardless of outcome. Wanna make the odds even? Bet several billion dollars on the Bears. The odds will jump closer to even trying to get someone else to bet several billion on the Colts.

Sportsbooks have employees that study the teams and determine lines based on many factors.

Getting it to 0 or 3 points would require tons more money to come down on the Bears +7 than the Colts -7. As money comes in on one side the line moves downward. It won't get down to 3, however. There are "key numbers" that require tons of money to cross (most notably 7 and 3). I can't imagine such an imbalance of money coming in.

However, if you want to bet straight-up then you can wager the "money line", where you pick without a spread. The odds would be much better for the bears (since they aren't getting any points) and much worse for the Colts (since they don't have to cover 7 points).

The more people that bet on the Bears, the lower the line will go...Vegas comes up with the lines (casinos)....they try to get pple to bet on both ends, so they can profit.

Example- 10 people bet on Indy, 10 people bet on chi....the casino makes 10% of loosing bets, so the casino makes 10 bucks...but now think of this in millions!
