This can be a long answer as there are so many things can go wrong. But the most common reasons are
-- Too many background processes
-- No disk space or fragmented drive
-- Less memory or applications with memory leaks
-- Computer running for long time
Windows defender lets you explore the running application (Tools / options / software explorer menu) . You can go through the list and stop applications from starting up. Spy-ware or another scan will also help. Watch for messanger (Yahoo/AOL/MSN) take a lot of ram about 25-30 MB. So it's good idea to load this applications only when needed.
You need about 30% of hard-disk always free for a good speed. If there is no disk space the windows paging file ends up on fragmented disk space and slows the PC down.
You need about 1 GB of RAM for all the application to run properly . The 1 GB min doesn't include shared video memory if you have this.
If you are running a laptop and you always hibernate then the memory leaks also consume a lot of memory. Solution is simple always shut down computer at least once a week.

It could be that you are running too many programs at once, or your computer could just be slightly old. Try defragmenting the drives "Start>All Programs>Accessories>System Tools>Disk Defragmenter" and see if that helps at all. Alternatively you could just upgrade the Processor and RAM but try the Defragmentation first.

CLEAN IT OUT, MAYBE YOU HAVE TO MUCH STUFF IN IT.
GAMES, OR OTHER THINGS, CLEAN OUT WHAT YOU DON'T USE. MAYBE THAT WILL MAKE IT GO FASTER.
