Yep. Ebay has fees everywhere possible. Not only do you have to pay Ebay when the product sells but if you accept paypal they take out a small percentage as well.

Fess are per item, the actual fees required to list are minimal, usually less than the cost when you sell. check out ebay.com to get all the details.
