It seems that whenever I am "Talking" to someone it doesn't really go any farther than that. There is a guy right now that I am talking to and I am crazy about him.... How do I ensure a relationship? I am 21 he is 23.

Next time you are talking to him, tell him something is broken in your apartment, and would he help you fix it.
If he don't read between the lines on that one, then simply club him on the head and drag him home. Words just won't work on this guy.

Okay, try this. Wait until you are argueing or debating something. Then, in the midst of the fight kiss him to shut him up. When he asks why you did that, tell him you were tired of listening to him talk and then kiss him again.

Do things together that you both like. Trust me, if there's chemistry, it'll happen. But you don't need to rush it.
