I can tell you HOW to make a cell phone waterproof. It's the same proceedure for making a video cam waterproof. Tightly wrap it in a clear plastic bag and suck out any excess air before you tie it shut. Add another bag for good measure. Make sure it's sealed so that it will not allow any water in and go take a swim with it. I'm surprised more people don't do this, because it works fine.
