its a 60's style white, blue and black shift dress, and i have white over knee socks to go with it.......so i don't wanna wear, tights, leggings or jeans with it!
i was thinking maybe some short hotpants, black ones or something so that if i was to bend slightly you wouldn't see my bumcheeks cuz they'd be in hotpants! what shall i do??

If you don't want to wear jeans, tights or leggings then lycra/cotton hotpants are the only thing, maybe with a bit of lace around the legs, I would say black

If the dress is so short that you need to wear shorts underneath it then it is probably a shirt dress, meaning it's a really long shirt or a really short dress that is meant to be worn with pants underneath. So unless you don't mind flashing your rear end to the world and being labeled something like a ****, then wearing shorts is perfectly acceptable.

I dont think you should wear knee high socks but thats your choice.
Personally I think you should wear black leggings that are cut off at the ankle with some black or white hight heels which would also look good with a black 'train driver' hat.

If its so short you see your bum when you bend then hotpants would be the answer, either that or those dance bodies that look like skin from a distance. That way you'd certainly get noticed!!

or a short skirt thats longer than the dress and would make the dress look like a long top. It is January and bloody freezing, id go with jeans and a jumper !

I'd suggest tight with high heels...
I understand why you dont want to wear tights but hot pants will get noticed under the dress... tights wont...
and tights will make it look more up-to-date and stylish... hot pants will look weird...

I think that you should wear some heels that strap around your leg. Those are perfect for short formal dresses.
