Just the same as a doctor is in charge in the hospital, a teacher is in charge in a class room. He/she gives the directions to be followed. A teachers aide carries out those directions , helping the student. It is the teacher that plans the lessons and does the grading.

Teacher's aides are not certified teachers and many have little or no formal training. Many areas only require a high school diploma for TA's. That said they should be a responsible caring adult who can be alone with children. Also a TA should be able to follow and teach from the lesson plans of a certified teacher if the need arises. The need for supervision is the same as with anyone else.

they are not fully licensed and certified by the state, not that teachers have any special ability that an aide doesn't it is strictly an insurance issue...
