Sure she can, IF her parents agree to allow it and they give the grandparents some type of temporary custody.
But if her parents will not agree to allow it, then there’s nothing you can do. The only way a court would give custody to a non-parent against the parents wishes is if the parents were proven to be unfit. I’m assuming that’s not the case. A judge is not going to award a change in custody just because the minor doesn’t want to move.

I don't think she has that right if she is not being neglected or abused. Will the parents let her stay with you until school finishes for the summer and then join them and come back in the fall for school again. That's a tough situation for the parents and the child to be in. Looking ahead, it would be an opportunity for her to see a different part of the country and not be so sheltered living in one town forever. It's not the end of the world.

I believe that unless you have permission of the parents, you may need to court...you could also see about having a "temporary guardianship" signed by the parents (so that you can enroll her in school, take her to the Dr or hospital)...but if the parents say "No"..then you must have a good reason for her staying and then leave it up to a judge....
