I doubt the DVLA or the police,
would make public, any details to a third patrty, about someones Else's driving record
.
However,
if you think that the law is being flouted by someone ,
ie. Drink driving , or driving by someone, you have reason to believe ,has been banned from driving .
Then it is your duty, to tell the authorities ,
Failing to do so, may result in you ,yourself ,
'being done' for aiding and abetting a felony .
Scary stuff isn't it !

Go to the Dept of Motor Vehicles website for your state and they will often let you know whether a license is in good standing or not.
