International students get in the same way that American or English students get in -- they apply.

the first thing you need, to enter in an American or English university is to give a test of English. which can be TOEFL(test of English as foreign language) which is preferred by Americans or IELTS (international English language test) it is generally preferred by European universities. you will have to check with the university you are applying to, to know what scores you require in these tests.
