It's a myth. Consider the coldest place on the earth, Antarctica. It's covered with snow!
Technically speaking, the colder the air is, the less moisture it can contain. So as it gets colder there is less moisture to create snow. Colder atmospheres tend to be more stable as well, and there are other technical details why snow has a harder time forming in real cold weather. But even at the coldest conditions snow is still possible.
