No one power owned that much of Africa. In 1914, France held about half of Africa by itself. If you add in Britain's holdings by the end of WW2, you'd probably get close to 95% of the continent.

The Atlantic Charter changed much of this. It was an agreement between Britain and America to (among other things) let colonies become independant and self-governing after the war. Other allied powers tended to follow suit... with the notable exception of Russia.
