The baby doesn't breath in the uterus. It gets its oxygen from the mother.

The baby doesnt breath will in utero. It PRACTICES breathing by inhaling the amniotic fluid to prepare for when its born and actually does take its first breath. The lungs of a baby are rock hard until they take their first real breath of oxygen Its gets all its oxygen from the mother until birth

For clarification, babies don't "breathe" until they are born. What your cousin's baby "isn't" doing, is the breathing reflex....like practice breaths.

What the doctor may suggest are routine ultrasounds to monitor this. I had to start having them at 32 weeks. At first, my little girl wasn't "cooperating" and showing the ultrasound tech that she was practicing her breathing. Sometimes the tech will have to monitor the baby for half an hour or more, before they see the breaths, and then they want to see them do this for a few minutes.

Like everyone else said babies do not breathe in the uterus. They get their oxygen from the umbilival cord/placenta.

I am glad..... Tell your cousin not to encourage breathing in utero. The baby shouldn't try to breath until emerging from the birth Canal.
