Divining rods and other mystical water detection schemes don't work. I wouldn't go digging a 100 foot hole based on it. People seem to believe they work though since anywhere you basically go has a water table under it. It's just a matter of how deep you go.

A dowsing or divining rod are your cheapest choices! Alternatively there are government water table maps that can increase your search probability. And ground penetrating radar, which is usually beyond the pocket books of consumers.

I'm not aware of an inexpensive "meter" that will really do this for you.
