Newt has several laws: one is for gravity and three are for motion as you put it.

So f = ma = 0 must be true if the mass is not moving. Example, you're sitting in your chair reading this...but you are not sinking into the Earth. Why? Because your chair is pushing back on your weight. Thus f = W - F = ma = 0 because W - F = 0; where W is your weight and F is the opposite force from the chair.

So the lessons learned are: its called the conservation of momentum P = mv, which simply means P is neither created nor destroyed by an impact for example; and Newt's three laws are really derivatives of the first law.
