How can a Foreign Entity own American Highways?

Isn't that a clear violation of the United States Constitution and The bill of Rights? That's Our Infrastructure! If they do the Police cannot legally issue tickets on them. Explain please. See the Clinton Papers! Is this the same thing as securing our ports and Borders?

If the News Media doesn't tell you how else would You know. People will be running over themselves filing lawsuits for getting tickets on a privately owned Throughfare! Taxpayers are not obliged to pay taxes for them either and it is a breach of Security. Those privately owned highways can be shut down by their owners and are obliged to secure a security firm and cannot use tax payer funded police departments to regulate the state Laws, on them. One of them is the Chicago Skyway owned by Spain! Look at all those Speed traps! Good for You Miss Sassy! You go girl!
