More than likely you have an onboard graphics card that is using 16MB of the RAM for Graphics Memory. This is considered to be "Shared".
If you are running XP, I STRONGLY recommend you buy more RAM. XP will run much better with 500 MB or so.

That's because the computer always reserves a certain amount of ram for system process. It will never show all the physical ram that you have installed.
If you need more I would seriously sugggest getting more. Now a days you need at least 500 to run anything recent.

Because of the way a computer organizes data on ram (or on a hard drive, for that matter), a little bit of space is lost. That is completely natural and isn't something to be worried about. All computers do it.

This is a genuine problem, because rest 16 MB has been used for graphics. You can check it from BIOS. 16 MB is graphics shared memory.
