Try going to Tools... Scroll down to Internet Options and click on that . 1st screen that pops up will have a button to delete cookies, internet files, ect. ect

In order to clean out your cookies, open up Internet Explorer go to Tools, Internet Options and where is says Browsing History, there should be a button. You can click that and there will be an option to delete cookies and temporary files and browsing history.
You can also download free programs such as Spybot Search and Destroy, AdAware, and Windows Defender (google the names) which will get rid of tracking cookies and other malware (spyware, adware, etc). You can download all 3 and they will catch different things. You will want to run the scan at least once a week, making sure that you update the definitions. All 3 are easy to use.
Also, make sure you get some sort of Antivirus software such as McAfee or Norton. Check with your ISP to see if you get any for free, or if you are a college student, check with your school.
A firewall is also important. Windows XP has a built in one. Go to the Control Panel (on the start menu) then to Security center and you will be able to see the settings. Or you can buy one.
For your safety, don't download things you don't know what they will do. Don't click links in ads that say "You are the XXXXX visit., click here to claim your prize" or anything like that.

Microsoft Windows 98 and later
1. Quit Internet Explorer and quit any instances of Windows Explorer.
2. In Control Panel , double-click Internet Options.
3. On the General tab, click Delete Cookies under Temporary Internet Files, and then click OK.
4. Click OK.
Internet Explorer 4.01 or 5.0 for UNIX on HP-UX or Sun Solaris
1. Change to the .microsoft folder in the user's home folder.
2. Change to the Cookies folder in the .microsoft folder.
3. Delete all .txt files that are located in this folder. For example, delete the user@www.example.com.txt file.

If your using IE 7 then you have to click on TOOLS, then delete browsing history.
If you are using an earlier version it's tools, internet options, the clear browsing history, you will have to clear the cookies seperatly depending on what version you are using.
You can download ad aware se Personal at www.lavasoft.com to get a free versio of that software that will do it for you automaticially with a click of a button and will ensure that you don't have any spy or ad ware in there too.

also delete files and then goto settings and make sure the slidebar is at least 50%
