I think he may be low on oxygen, so I'm installing a pump today...any other ideas?

i'd do the air pump thing too... sounds like you're right. also, you may need to do a water change, your ammonia might be high. 20% per week, for a properly stocked tank. if you have it overstocked or have goldfish, then you may need to do it more often. they make test strips that are super easy to use and they check your water perameters for you. no messy vials of water or chemicals. (i had to find another one for ammonia tho, because the ones i got didn't have an ammonia tester on it..)

also, he may just be playing.... mine used to play all the time.....

Lot's of fish like currents. My two clowns and damsel like the top because that's where the filtered water comes back into the tank.So it's like the ocean.I just bought a Maxi- Jet 1200 and so the fish are getting a kick out swaying and stuff. The food usually sits at the top for a while and fish seem to eat more when it's at the top. (My shrimp like it too.Haha.)

have you checked your water lately? when was the last time you did a water change? its strange because if it is just only him then something might just be wrong with him. if he is low of air then the other fish would be low also. but i dont know
