Join something - a health, sports or leisure club perhaps, or an evening class of some kind. Choirs and drama societies are usually very friendly. Try your local library for info about activities in the area - good luck - I hope you soon make some friends.

Invite already existing friends over, or, if you're brave enough go by yourself and venture into a pub or bar. I'm sure you'll get chatting to new people...don't exclude yourself from your new city just because you don't know anyone, try to just be yourself in front of people and get out there and get some friends!!

If not then you go out and about. Be careful and enjoy yourself.
