The Scilly Isles off Cornwall have the best weather because they're far enough West to be in a totally different meteorological cycle.

The best for accounting/maths/management out of your list depends on what exactly you're looking for. It's probably Warwick, though you should look up Nottingham too.

devon and cornwall are the nicest for weather in the UK but i'm not sure out of the ones that you've listed. However, this link should help you decide which uni is best;

The best university is probably Warwick. They have a very good reputation with students, teachers and employers and they have high entry requirements for business related courses, so the quality of teaching is very high.
