Canadians have "Social Insurance Numbers," which are similar to U.S. SSNs... but they are two different systems that do not cross over, one is used by Canada and one is used by the U.S.

They have social insurance numbers. They are all numeric like 111-11-1111 so they are set up like US SSN.

He can't get a social security number without a work visa or a Green Card. In the USA he must find an employer to sponsor the visa for him, he can't just file for one. To get a Green Card he'd need a member of his immediate family to be here and file an immigration petition for him.
