He is a soldier & I am fairly sure he will not be allowed to shirk his duties just because of who he is.
How many young men of his age don't spend as long as they can out partying? The only difference between him & them is that their every move isn't reported on the front page of the tabloids every day.

From what I hear Prince William is starting to go out more and more. So I don't think it's a Harry thing and normally they go together.

Just how much do you expect him to do? He is a soldier of some type. I saw that on our news. He is also quite young.
Time enough for other things when he's older.
