There is no ideal weight. There are way too many variables. The BMI index is a poor measure for this reason. Mine says I'm obese and even my own doctor said it's ridiculous.

Muscle mass plays a big role in it. If you are heavily musculatured, your "ideal" weight will be higher than someone who isn't.

165 lbs unless there is a lot of muscle, then he could weigh more without concern of being overweight.
