Proof of Residency Required for Driver's License, ID Card Applicants

Why must I prove that I am a Michigan resident?

State law has always required that driver's license and state identification card applicants are Michigan residents. Effective December 13, 2004, however, first-time applicants age 18 or older must provide documentation demonstrating that they reside in Michigan. This procedural change merely ensures that applicants are complying with the current residency requirement.

Who must provide documentation?

All applicants for an original (first-time) driver's license or state identification card who are 18 or older must provide documentation of residency. This does not apply to applicants who are renewing a driver's license or ID card, or to residents under 18 because of the sufficient documentation requirements of Michigan's Graduated Driver Licensing program.

Why is this procedure being put in place now?

The Department of State continually reviews and updates its procedures. Working in conjunction with law enforcement, the department has determined that requiring residency documentation strengthens its ability to deter possible cases of identity fraud. Addressing that concern is increasingly important in this era of heightened national security. Preventing nonresidents from obtaining a Michigan driver's license is a critical component of that effort. As methods of committing identity theft crimes evolve, the department must constantly review and revise its requirements to address possible vulnerabilities. The department's procedures were developed to better protect its customers without placing an undue burden on them. Most other states already require either proof of state residency or legal presence in the United States.

What documents are acceptable?

Often times, one document that shows an applicant's name and Michigan residence address may be sufficient however, please be aware that more than one document may be required. Due to increased cases of fraud, management may require additional residency documentation. Post office boxes cannot be used in lieu of a residence address. Examples include utility bills, bank statements, insurance policies, valid student IDs from a Michigan school, pay stubs and government documents (tax assessments, tax receipts, professional licenses). Cell phone bills are not acceptable.

Applicants may present the following:

* Valid student ID from a Michigan school, college, or university displaying a Michigan address
* Michigan school, college, or university records containing the student's name and Michigan address such as tuition invoices, receipts, class schedules, report cards, or transcripts
* Paycheck or pay stub with the name and address of the employer (please provide the phone number of the employer if it is not listed on the document)
* A gas, water, sewer, electricity, land-line phone, or cable television bill (NOTE: cell phone bills are not acceptable)
* Bank statement
* Life, home, auto, or health insurance policy (No insurance binders or registration certificates. Please provide the phone number of the insurance agent if it is not listed on the document.)
* Mortgage document or rental lease agreement (please provide the phone number of the leasing agency or landlord for rental lease agreements)
* Government documents issued by federal, state, or local units of government (such as tax assessments, tax receipts, professional licenses)

Residency documents in a spouse or parent's name may be utilized if the family relationship can be established via other forms of documented proof. All documents are subject to management approval. Additional documentation or information may be requested.
