Dry cleaned and very pressed Black or Navy skirt suit, skirt being past your knee. A white shirt with matching cami underneath and perhaps a scarf or necklace. No cleavage. Simple hair. Simple make up. Nice manicure (no crazy long nails..go just over the finger tips) with either a french manicure or just a clear coat. Nylons that most closely match your skin color and a short heeled (not flats or high heels) closed toe and heel pump (shoe). Make sure your shoe is clean. If you are coming in from bad weather take time to use the ladies room and wipe them off. You may want to wear a small watch and small earrings...nothing flashy and the metals should match.

Whatever would be clean, neat, and proper for the occassion.
The Court does have "rules" that regulates what clothing should be worn in Court so if you are going to testify I would suggest you call the Court and find out what they are.
