who choose the academies award nominees or is there a website where you can go and vote for your favorite actress

"Nominees are typically chosen by the branch of the Academy related to that category; for example, directors, actors or writers. The full membership of the academy, close to 6,000 in total, is eligible to vote in all categories for the Oscars themselves"

so actors nominate actors, directors nominate directors etc...

then the whole group of them vote on every category....

I have heard that a lot of people don't even see all the movies that have been nominated but they still get to vote....

Nomination ballots are mailed to members of the Academy of Motion Picture Arts and Sciences in December, and must be returned within two weeks in order for their vote to be counted. The secret ballots must be returned directly to PricewaterhouseCoopers, the accounting firm in charge of processing the votes.

There is group of important people in the film industry who vote on the nominations also once an actor/actress wins an oscar they get to vote for the rest of their life.
