He buys me stuff which i really like he got me a cell phone and gets me cigaretts well he asks me out and i tell him i dont know so i dont hurt him what can i do

TELL HIM THE TRUTH ASAP! Oh, and stop accepting his gifts. The longer this goes on, the more you're going to hurt him. Get it overwith now and it will be better for the both of you- get on with your life and let the poor guy get on with his. Just be nice about it and everything will be okay.

You need to quit taking advantage of his generosity. He buys you stuff because he likes you. When you take it that says I might like you back. Tell him you can't take any more gifts and just want to be his friend not his girlfriend. He may be hurt but better to be honest. Leading him on by not telling him will hurt him more in the long run.

You should have not accepted his gifts. You know normal friends don't just go out and buy you things like that. You need to tell him that you don't like him like a boyfriend that you are just his friend and give the presents back.
